Background of the Call

The Ministry of New & Renewable Energy (MNRE), Government of India has sanctioned a scheme to provide 70 Lakhs rural school students with high quality, affordable clean light in the form of solar study lamps through skill transfer to local communities. The scheme will be implemented by Energy Efficiency Services Limited (EESL) with Indian Institute of Technology, Bombay (IITB) as the central coordinating agency. The scheme is based on the pilot 1 million solar study lamps distribution to rural school students implemented by IIT Bombay in 2014-16 (millionsoul.iitb.ac.in) and will be implemented in the states of Uttar Pradesh, Bihar, Jharkhand, Odisha and Assam from January 2017 to December 2018. The distinctiveness of the scheme is that it is not limited to distribution of solar study lamps, but aims at ‘localization of solar energy’ through building skills and capacities of local communities in rural areas to independently handle renewable technology based intervention.

For the execution of the scheme, IITB will partner with other organizations, i.e. Zonal Partners or Zonal Execution Agencies (ZEAs) at the zonal level and Block Partners or Block Execution Agencies (BEAs) at the block level. Zonal partners will be government technical institutions or government engineering colleges responsible for training, supervision and monitoring of entire operations of block partners or BEAs, while Block partners shall be NGOs or State Rural Livelihood Missions (SRLMs) and will execute scheme at the grassroots level. Zonal Partnership

For 70 Lakhs Solar Study Lamp Scheme, ‘Zonal Partnership’ will be formed with only government technical institutions/government engineering colleges. The role of academic institutions is significant in this scheme for imparting technical and management training, providing expert guidance towards assembly, distribution and after-sales processes conducted at the block level, supporting entrepreneurship activities for sustainability, and conducting research. Thus, academic institutes can act as a catalyst to decentralize renewable technology to the local communities.

Expression of Interest to become zonal partners are invited for five intervention states of Assam, Bihar, Jharkhand, Odisha and Uttar Pradesh.

Selection Criteria for Zonal Partners

The applications will be reviewed and shortlisted academic institutions will be invited for the workshop. Post-workshop second level of screening process of capability assessment will take place, in which a team from IITB will visit and interact with the proposed in-charge and the team from the academic institution. The final list of the academic institutions will be put forward to the committee, consisting of officials from MNRE, EESL, IITB, for selecting the zonal partners. Applications will be evaluated on following criteria.

  1. Basic technical/engineering know-how within the institution to become ‘Trainers’ through TOT conducted by IITB
  2. Experience of implementing projects related to solar energy and/ or social aspects
  3. Experience of implementing government funded research projects
  4. Existence of infrastructure & facilities for conducting live training
  5. Existence of accommodation facility within the campus
  6. Ability to handle or conduct training for batch of at least 75 people (ability to handle larger batch sizes will be preferred)
  7. Willingness to appoint and monitor dedicated staff to coordinate various activities
  8. Ability to respond quickly to the needs of the project
It is suggested that senior authority/faculty should be appointed as the in-charge of the project considering the amount of money and responsibilities involved in the project.
